1.1 Introduction

The Portuguese Confederation of Culture, Recreation and Sports Associations – CONFEDERAÇÃOTION OF COLLECTIVES presents its application to the Call for Proposals under Notice No. PO ISE – 39-2020-02, type 3.36 Institutional Capacity-building of Social Economy Partner Members of the National Council of the Social Economy (CNES) of Portugal 2020.
Continuing Capacity-building of its Elected Voluntary Association Leaders (DAVEs) started in 2015 has become an unavoidable requirement. The impact of the activities carried out during Phase I of the Programme and the activities that are still ongoing in Phase II, have generated in thePOPULAR ASSOCIATION MOVEMENT – MAP a virtuous cycle of expansion of networking and exchange of experiences, at national and international level, as well as an increase in the predisposition for strengthening skills and openness to innovation and change.
In Phase III the ambit of DAVEs eligible for Capacity-building continues to consist of:

  1. Governing Bodies of the CONFEDERATION OF ASSOCIATIONS:
    1. Congress Bureau (5 elements);
    2. National Directorate (11 elements);
    3. Supervisory Board (3 members);
    4. National Council (51 members);
  2. District Federations (about 100 elements);
  3. County Associations (about 200 elements);
  4. LINK associations (about 20 elements);
  5. Young Leaders up to 35 years old (about 30 elements).

Between 1 December 2020 and 31 May 2022, the initiatives to be delivered will continue to be noteworthy and transformative.
The DAVEs, as agents of social change, know how important Capacity-building is for the future of the POPULAR ASSOCIATIONS MOVEMENT – MAP, and therefore propose to continue strengthening the purpose and commitment for the realisation of this Phase III of the CAPACITY-BUILDING PROGRAMME.
In all the materials to be produced physically and digitally, as well as in all face-to-face or virtual activities we will continue to include explicit references to the funding bodies – EU/POISE/CASES/OE – using their official logos and in accordance with their respective user manuals.

                                                                                                                                                                    

1.2 Planned Activities

These activities integrate several actions, which are detailed in this Descriptive Document.

                                                                                                                                                                    

1.3 Main Calculation Method

For Phase II of the Project the CONFEDERATION OF ASSOCIATIONS has chosen as the method of calculation for the funding in all activities, with regard to the personnel heading, the accounting of the respective working hours, namely:

1.4 Objectives to be achieved:

As for Phase II, in Phase III of the CAPACITY-BUILDING PROGRAMME, we have set a higher target than in the previous phase, i.e. 30% as a goal for participation, among the 450 or so DAVEs from the CONFEDERATION OF ASSOCIATIONS.
Of these, 75% should consider the impact of the activities to be satisfactory.
Remaining objectives for PHASE III:

  1. To continue to show that there is innovation, modernisation and dematerialisation in the services of the CONFEDERATION OF ASSOCIATIONS and its structures.
  2. To continue to highlight the increased visibility of the CONFEDERATION OF ASSOCIATIONS, namely through OBAP – OBSERVATORY OF POPULAR ASSOCIATIONS.
  3. To continue to highlight the dynamism of proximity culture practices through the Structures and Offices.
  4. To continue to highlight the increase in access to the MAP Platform and networking practices.
  5. We will continue to highlight the increase and diversification of partnerships with organisations that are part of the MAP Movement, local authorities, companies from various sectors, schools and the media.
  6. To continue to highlight the promotion of dialogue and cooperation between senior managers and young future managers, with a view to transferring knowledge and skills.
  7. To continue to highlight the promotion of practices that create sustainability, reducing costs and diversifying sources of income.
  8. We will continue to highlight the incentive to increase the number of Women and Young Leaders.
  9. Continue to reinforce and multiply the training activities for DAVEs, in order for them to acquire and/or improve the skills necessary for the exercise of their functions.
  10. We will seek to deepen cooperation with ES (Social Economy) entities with a seat on CNES and those which constitute the CPES.
  11. We will seek to give greater visibility and recognition to the Social Economy in general and to the Popular Association Movement in particular.
  12. We will try to highlight the importance of relationships between Popular Associations and central and local authorities.

                                                                                                                                                                    

1.5 Resources and Contracting

The Project Professional Team (Heading 1 – Internal and external staff) includes 3 permanent internal CONFEDERATION OF ASSOCIATIONS workers, 2 workers with indefinite contracts, assigned to the CAPACITY-BUILDING PROGRAMME (an administrative technician from the Northern Office and the Project Manager), 3 administrative technical workers (Northern Office, Central Office and Southern Office) and the DAVEs, relevant relocations, as well as the provision of legal, accounting and cleaning services. They will be joined in Phase III by a communications service provider.
In the external contracts for the provision of services to carry out the activities (Heading 2 – Direct Costs for the Acquisition of Goods and Services), we again include certified training entities, ICT specialist entities, academic entities, audiovisual, communication, design, web design and branding specialists, translators, stays and travel, space rental and licensing fees (in the case of indoor and outdoor events), as well as the rental of vehicles.
Once again, in Heading 2 we consider the purchase of products to be integrated in the MAP Platform, other miscellaneous equipment, such as: computers, multifunctional devices, furniture, audiovisuals, mobile phones, monitors, software, licences, hotspots, sound equipment, etc., stands for fairs and advertising materials (gifts, leaflets, posters, magazines, roll-up banners, brochures), among others.
In relation to General Expenses (Heading 3 – General Expenses), communications expenses were included (fixed, mobile and data); water; electricity; accommodation, maintenance and assistance to the MAP Platform, as well as the leasing of spaces and/or renting of Offices.

2.1 Introduction

During Phases I and II of the Capacity-building Programme, Offices with Social Economy Service Hubs were created.
In Phase III, besides the Offices continuing to be the pillars of all the activities to be implemented, the objective of consolidating their sustainability has been added.
Managers and workers from the Service Hub Offices will continue:

  1.  Attendance of Affiliates and non-Affiliates, as well as the general population of the respective areas.
  2. The promotion of contact and the increase of partnerships with local entities in the various sectors, for the implementation of mentoring actions, action-learning, information sessions and campaigns.
  3. The coordination of the timing of and participation in actions with the various strategic stakeholders to promote the Social Economy Agenda.
  4. The continuous updating of the databases of Affiliates, Non-Affiliates and Officers.
  5. The promotion/encouragement of replication of successful practices.
  6. The use of the new work tools created within the scope of the project, in this specific case, the MAP Platform, actively participating in the development of the respective functionalities and dematerialisation of processes, namely the safeguarding of the Associative Archives, promoting networking and distance working.
  7. The dissemination of Portugal 2020 initiatives and other support for Associations, informing about relevant calls for new applications and providing advice on their preparation (clarification about the regulations, etc.).
  8. Negotiation of partnerships and exchanges to increase the visibility of the CONFEDERATION OF ASSOCIATIONS (local radio stations, regional press, organisers of professional fairs, etc.), supplying the needs and consolidation of the ASSOCIATIONS MOVEMENT.
  9. The establishment of proximity networks and networking with Affiliates and other Social Economy Associations.
  10. Closer cross-border relations (within a 50km radius from the border line inland).
  11. The strengthening of the transnationality of the CAPACITY-BUILDING PROGRAMME, through the establishment of institutional relationships with similar entities in European Union countries.
  12. The promotion and dissemination of the various initiatives developed within the scope of OBAP – Observatory of Popular Associations.

The Social Economy Service Hubs will continue to operate full time (35 hours per week), from Monday to Friday and cover the entire national territory. In total 4 Offices with Service Hubs. Whenever deemed appropriate, the Offices may change location.
The creation of jobs and increasing proximity to the structures, members of the Confederation of Associations and the population will continue to be two of the factors that distinguish the activity of the Offices. Office space will continue to be either leased or rented. The headquarters of the Confederation of Associations (Lisbon) will continue to house the Extremadura Office and the Coordination of the CAPACITY-BUILDING PROGRAMME.

                                                                                                                                                                    

2.2 Human and Physical Resources at the Offices

Coordination:

  1. Project Coordinator, Elected Voluntary Associative Leader – DAVE, current Chairperson of the Confederation of Associations.
  2. The 4 DAVEs in charge of the North, Centre, Extremadura and South offices.
  3. Project Manager, certified trainer, with training in social and human sciences and/or law and a driving licence. Worker(s) contracted under the project, full-time for an indeterminate term.
  4. 1 administrative technician to support all tasks related to treasury, invoicing and salary processing. Full-time permanent contract employee of the Confederation of Associations.
    Average allocation for the project – 80%
  5. 1 administrative technician responsible for coordinating the activities of the various areas (training, meetings, organisation of events, etc.), support to the 4 offices and to Coordination. Full-time permanent contract employee of the Confederation of Associations.
    Average allocation for the project – 70%

At the Northern Service Hub Office:

  1. 1 DAVE Office Manager, member of the National Board.
  2. A Permanent Commission, made up of members of the Governing Bodies, STRUCTURES and COUNTIES and DIRECTORS who are who are distinguished in galvanising the CAPACITY-BUILDING PROGRAMME.
  3. 1 Administrative technician with a full-time contract of indefinite duration (attached to the CAPACITY BUILDING PROGRAMME).
  4. 1 Administrative technician, to be hired on a full-time fixed-term contract.

At the Central Service Hub Office:

  1. 1 DAVE Office Manager, member of the National Board
  2. 2. A Permanent Commission, made up of members of the Governing Bodies, DISTRICT and COUNTY STRUCTURES and DIRECTORS, who are distinguished in galvanising the CAPACITY-BUILDING PROGRAMME.
  3. 1 Administrative technician, to be hired on a full-time fixed-term contract.

At the Extremadura Service Hub Office:

  1. 1 DAVE Office Manager, member of the National Board
  2. A Permanent Commission, made up of members of the Governing Bodies, DISTRICT and COUNTY STRUCTURES and DIRECTORS, who are distinguished in galvanising the CAPACITY-BUILDING PROGRAMME.
  3. 1 Administrative technician, employed by the CONFEDERATION OF ASSOCIATIONS on a permanent full-time contract.

At the Southern Service Hub Office:

  1. 1 DAVE Office Manager, member of the National Board
  2. A Permanent Commission, made up of members of the Governing Bodies, DISTRICT and COUNTY STRUCTURES and DIRECTORS, who are distinguished in galvanising the CAPACITY-BUILDING PROGRAMME.
  3. 1 Administrative technician, to be hired on a full-time fixed-term contract.

The Offices will continue to have a fixed working capital for current expenses such as consumables.
The Offices cover the whole of mainland Portugal, are fully equipped and are connected to the headquarters of the CONFEDERATION OF ASSOCIATIONS 24 hours a day, 7 days a week.
Headquarters and Offices are able to work in teleworking, guaranteeing the CONFEDERATION OF ASSOCIATIONS´ service to its Affiliates and the general population.
In Phase II of the Capacity-building Project further developments and improvements of the MAP Platform are taking place. In Phase III other functionalities will be added. The aim is to continue the dematerialisation process in order to enable the provision of an increasing number of services and/or activities of the CONFEDERATION OF ASSOCIATIONS in this environment.
However, this step cannot leave behind all the Associations that are not yet at this level. All these collectives, which the CONFEDERATION of ASSOCIATIONS has duly identified, will continue to be the target of tailor-made CAPACITY-building interventions. We will always bear in mind and make it very clear that, since this is a CAPACITY and INCLUSION PROGRAMME, this segment deserves our special attention and its own action strategy.
We have already mentioned it, but we reiterate that, in Phase III it will continue to be the responsibility of the Social Economy Service Hubs to develop and implement all the activities of the CAPACITY-BUILDING PROGRAMME. In order for the staff of the Offices to carry out the activities foreseen in Phase III of the Capacity Building Project with a high rate of success, a specific training programme will continue to be provided. This training is compulsory.
Regarding the DAVEs in charge of the Offices, their participation in the various training courses within the scope of this programme will continue to be encouraged. Only in this way will it be possible to consolidate their sustainability.
The role/intervention of the Offices in the various activities that make up this Phase III of the CAPACITY-BUILDING project will be described in detail under the respective headings of this Descriptive Document.

3.1. Scope and objectives

Where do we stand? What do we want to achieve? How do we get there? In the end, what is the ‘must and have’ between the starting point and the end point and what routes have been taken? What are the exceptions?
What are the expectations in organisational terms (CONFEDERATION AND DECENTRALISED STRUCTURES)? And the Managers? And the workers?
What are the impacts on Social Economy entities and on society in general?
What are the objectives to be achieved? And what are the deadlines for the various objectives?
The starting point of the Impact Assessment of Phase III of the CAPACITY-BUILDING PROGRAMME will necessarily be the end point of the Impact Evaluation of Phase II.
Project Impact Evaluation covers all the collateral effects (specific and global) of the planning and implementation of the CAPACITY-BUILDING PROGRAMME, and is not limited to analysis of the initially defined objectives.
Reports were produced on Phases I and II of the project and in the final report of Phase III all these materials will be considered and integrated.
In Phase III, the Project Impact Assessment schedule will be as follows:

  • October 2021 – Progress Report for Phase III of the CAPACITY BUILDING PROGRAMME;
  • 30 June 2022 – Final Impact Evaluation Report of the CAPACITY-BUILDING PROGRAMME.

The Impact Evaluation of the Project is carried out by an external entity but is also monitored and evaluated by the internal team (Governing Bodies of the CONFEDERATION OF ASSOCIATIONS).
The specific objectives of the evaluation are multiple, highlighting:

  1. Monitoring the implementation of the programme, particularly the conditions in which it takes place, the dynamics created, the difficulties and obstacles encountered.
  2. Contribution to quality assurance in project execution.
  3. To analyse, understand and compare the implementation and results of the activities developed in the project.
  4. Identify successful practices that can be replicated and disseminated.
  5. To increase the knowledge of the Social Economy actors in Portugal.

                                                                                                                                                                         

3.2. General Methodology

The observation and information gathering process to be carried out throughout the various stages of the project includes, among others, documentary analysis; participant observation, interviews (individual and group) and questionnaires. From the respective analysis and by comparing the results obtained (with those expected and unexpected), the continuity and/or reorientation of future actions to be developed will follow.

                                                                                                                                                                         

3.3. Achievement Indicators

3.4. Targets and Result Indicators

  1. Service Offices – CONSOLIDATION AND SUSTAINABILITY
    Application of a questionnaire to workers and Managers with 75% positive answers as to the reinforcement of their ORGANISATIONAL CAPACITY.
  2. Stimulate and Report On Associations – OBSERVATORY, STUDIES AND COMMUNICATION

    1. A questionnaire was given to leaders, with 75% of them responding positively to the visibility, exchange of experience, campaigns, awareness-raising sessions, networking, dissemination and good practice in Social Economy organisations and their impact on inclusion and development.
  3. Innovation and Modernisation – DEMATERIALISATION OF PROCESSES AND ARCHIVES

    1. Reports on Access to Tools and Actions on the MAP Platform.
    2. Application of a questionnaire with 75% positive responses as to their usefulness.
  4. Training – SKILLS DEVELOPMENT AND STRENGTHENING

    1. A questionnaire was given to 70% of trainees and 75% of them responded positively regarding the improvement of their skills.
  5. International Community – INTERNATIONAL NETWORKS OF ASSOCIATIONS International Community of People’s Association Movement (CIMAP).
    1. Exploratory interviews and a questionnaire with 75% positive responses regarding the importance and contribution to networking and exchange of experience.

4.1 Sub-activities planned and already achieved in Phase II:

  1. The significant increase in regular communication with Affiliates and non Affiliates, especially through digital means, such as the CONFEDERATION OF ASSOCIATIONS Facebook page and the MAP Platform.
  2. The organisation of regular events every four months for analysis and to involve the Leaders of the National Council and Structures’ in the project.
  3. The implementation of the campaign “Associations On Tour in Portugal” to promote Associations from North to South of the country; creation of a culture of proximity and publicity for the role of the CONFEDERATION OF ASSOCIATIONS and the main issues related toAssociations, motivating and supporting the Training of the Leaders and getting more Associations to join the CONFEDERATION OF ASSOCIATIONS network.
  4. Design and development of the new image of the CONFEDERATION OF ASSOCIATIONS (stands, roll-up banners, posters, flyers, etc.).

                                                                                                                                                                         

4.2 Subactivities planned but suspended/ interrupted due to COVID – 19

  1. OBAP – Observatory of Popular Associations.
  2. The holding of regular events every four months for the analysis and involvement of the National Council and Structures Leaders in the project (case of the National Council on 28 March 2020).
  3. Campaign “Associations On Tour in Portugal” – The last initiatives took place on 7 and 9 March, respectively. Initiatives are scheduled until 31 October 2020.

                                                                                                                                                                         

4.3 Launch and closure of the Activity Stimulating and Informing ASSOCIATIONS – OBSERVATORY, STUDIES AND COMMUNICATION of Phase III

As happened in Phases I and II, it is with this Activity that the CONFEDERATION OF ASSOCIATIONS marks the start of Phase III, in this case with the holding of the NATIONAL COUNCIL in December 2020.
The closure of Phase III will take place on National Associations Day, 31 May 2022.

                                                                                                                                                                         

4.4 – Stimulating promotion and information

We will continue to produce various dissemination materials relating to the project and the activity of the CONFEDERATION OF ASSOCIATIONS, namely:

  1. ELO Associativo magazine (every four months) with information on the project and networking between Affiliates, examples of successful practice and promotion of their improvement. The media are produced online.
  2. Publication of 2 annual magazines (2021 and 2022), which will include themes on the project with a view to:
    1. The dissemination of activities to the Affiliates and Structures of the CONFEDERATION OF ASSOCIATIONS, Academia and society in general.
    2. The dissemination of successful practice and experience.
    3. The promotion of networking and the knowledge produced on the MAP by the Social Economy.
    4. The incentive for active participation in the project in its various aspects.

These magazines are a fundamental tool for the CAPACITY-BUILDING of directors and technical staff and an essential contribution to the dissemination of the CAPACITY-BUILDING PROGRAMME and to the sharing of content between Social Economy entities.
The CONFEDERATION OF ASSOCIATIONS has had PUBLIC UTILITY STATUS since June 1978. But few will know that the CONFEDERATION OF ASSOCIATIONS was the first entity to be awarded this status in Portugal.
More or less a centennial and with many centennial Affiliates, we will also proceed with the production of videos in this Phase of the CAPACITY-BUILDING PROGRAM, especially:

  1. Institutional film about the CONFEDERATION OF ASSOCIATIONS and its structures, with explicit reference to the entities that are part of CPES – CONFEDERAÇÃO PORTUGUESA DE ECONOMIA SOCIAL.
  2. Branding creation (trademark):
    1. With stationery graphic design (letterhead, envelopes, covers, e-mail signatures);
    2. Posters, roll-up banners, banners, flyers, stands;
    3. POWERPOINT template with cover, text and image pages;
    4. Banners for publicising activities and sub-activities;
  3. Institutional Brochure and respective PDF for WEB;
  4. Mp4 Infographic Clip.

Objectives of these supports:

  1. To inform the Structures and Affiliates and the society in general about the CAPACITY BUILDING PROGRAMME and this Association movement.
  2. Stimulate the participation of affiliates in CAPACITY-BUILDING.
  3. Motivate young people to become Associates.
  4. Promote networking.
  5. Present innovative processes, methods and practices.
  6. Disseminate successful Association practices.
  7. Highlight the importance of the work of the Leaders, the need for CAPACITY-BUILDING and the results of investing in Training.

In addition to the involvement of the Offices and Structures, we want the Affiliates to participate in all of this. To this end, we will continue with the specific headings on innovation, modernisation and sustainability of Associations.
The MAP Platform will continue to serve as a basis for the development of networking in the scope of these sub-activities, without prejudice to the physical printing of journals, and other dissemination/information materials.
In short, the work of Phases I and II will be continued, but with even more innovation.
All products will continue to be made available on the MAP Platform, to all Associations and to the general public. Through sharing and dissemination we will continue to increase knowledge in society about the importance that the Association movement, Volunteer Managers and Volunteers have in the community.

                                                                                                                                                                     

4.5 Project Presentation, Analysis and Evaluation

The continuous and motivated involvement of the Leaders of the CONFEDERATION OF ASSOCIATIONS, its Structures, Supervisory Board and National Council, as well as the participation of the project team is fundamental so that the defined objectives can be reached and/or surpassed, and so that the changes operated/impacts are positive.
For this reason, in Phase III regular meetings continue to be scheduled to promote participation in the CAPACITY-BUILDING PROGRAMME, its analysis and evaluation and so that everyone feels the project as their own, with responsibility and commitment to the CAPACITY-BUILDING objectives.
In Phase III of the Capacity Building project, its monitoring, analysis and evaluation will therefore continue to be carried out by the internal team of the CONFEDERATION OF ASSOCIATIONS (the various Governing Bodies, Structures, Permanent Commissions and other working groups of the CONFEDERATION OF ASSOCIATIONS that may be set up). Agendas:

  1. Monthly, from December 2020 until 31 May 2022 – Intra-office work sessions, with the participation of all workers and at least one DAVE Manager from each office.
  2. Also monthly, from December 2020 until 31 May 2022 – Meetings of the National Management of the CONFEDERATION OF ASSOCIATIONS to resolve situations related to the activities of the project, prepare analyses and feedback and make decisions.
  3. Three times a month until 30 June 2022 – National Board meetings in executive format for immediate project deliberations.
  4. Fortnightly, from December 2020 to 31 May 2022 – Coordination meetings for resolution and action on the project, attended by the Coordinator and Project Manager, Certified Accountant, the 4 DAVEs in charge of the 4 Offices, an Administrative Technician from the Confederation of Associations.
  5. Bimonthly, from December 2020 until 31 May 20227 – Meetings of the Standing Committees of the 4 Cabinets.
  6. Every four months, from January 2021 to 31 May 2022, in the months of February/March, July and December – Work sessions in which the Coordinator and Project Manager present the Report on the project’s activities to the Governing Bodies and Structures of the CONFEDERATION OF ASSOCIATIONS. The Reports will include internal analysis and evaluation of the Capacity Building project.
  7. In 2022 (by the end of March) ELECTORAL CONGRESS.

As in Phase II, all strategic stakeholders will continue to be invited to participate in these events, including the entity responsible for preparing the Project Evaluation.
Given the large number of participants, as well as the importance of changing the locations of these meetings, the meetings every four months may require the rental of rooms and equipment. Such as the production of specific dissemination materials and materials for events.

Evidence / Materials:

  1. Abstracts of the working sessions.
  2. Minutes and proposals of the nominated panels.
  3. Minutes of the meetings of the National Board of the CONFEDERATION OF ASSOCIATIONS. Opinions and analyses that are issued.
  4. Attendance sheets, minutes, reports, presentations, communications and photographs.
  5. The events and all materials resulting from them will be inserted in the Portal.

4.6 OBAP – Observatory of Popular Associations

OBAP – OBSERVATORY OF POPULAR ASSOCIATIONS focuses its activities on the subject of Popular Associations. In addition to promoting scientific knowledge in this area, the Observatory’s mission is to provide the public with rigorous and up-to-date information on the subject. It is, therefore, an instrument of scientific research and knowledge dissemination.
The OBAP – OBSERVATORY OF POPULAR ASSOCIATIONS is unique in Europe and constitutes a valuable contribution to SOCIAL ECONOMY, at a national and European Union level.
During Phase II, in partnership with INE – NATIONAL INSTITUTE OF STATISTICS, it will enrich the data of the SATELLITE ACCOUNT OF SOCIAL ECONOMY:

  1. Disaggregate the data by Social Economy Family;
  2. Present a proposal for densification and formulation of the accounts.

A Report identifying studies, conferences and seminars on POPULAR ASSOCIATIONS held in Portugal during 2019 will also be produced and delivered by the end of October 2020.
In 2021 and 2022 OBAP will continue to disseminate data, promote meetings and produce new studies and reports on POPULAR ASSOCIATIONS.
In Phase II the domain was registered www.observatorio-do-associativismo-popular.org.pt and the respective hosting was contracted, interconnected with the MAP PLATFORM.
In PHASE III OBAP will bring more and new content, proceed with the translation of the website contents into English and consolidate its brand image. A study on THE ROLE OF CULTURE, RECREATION AND SPORT ASSOCIATIONS IN ACTIVE AGEING will also be carried out and a report produced.
So at this stage the following will be realised:

  1. The creation of branding and the respective graphic design of the stationary;
  2. The creation of a POWERPOINT Template (cover, text page, image and back cover);
  3. Banner;
  4. Institutional Brochure and PDF for WEB;
  5. Mp4 Infographic clip, editing and subtitling.

4.7 Associations On Tour in Portugal

This campaign was created to promote a culture of proximity and participation, to publicise the Associations Movement, the importance of Leadership Training and the objectives of the Project. All objectives and expectations were exceeded by far. This is evidenced by the fact that, in many cases, local authorities and associations have requested the event, rather than the CONFEDERATION OF ASSOCIATIONS suggesting it.
Already in Phase I of the project, the holding of workshops outside the usual large centres brought very positive results. In fact, meeting association members translates into greater involvement in the various initiatives, and this proves that this is the direction to follow in order to overcome distance and facilitate processes, namely communication.
With this sub-activity, the Associations reach out to communities, present themselves, engage in dialogue, clarify, promote voluntary associations, share their resources and disseminate good practice. In doing so, the initiatives of Portugal 2020 are also made known, namely through the advisory service for the preparation of applications provided by the Offices with Service Hubs.
Over and above having 4 doors open to Social Economy, Associations On Tour in Portugal – Shape, Inform, Transform and Change. Thus, the Voluntary and Charitable Association Leaders reveal their be-all and end-all, what moves them – BEING AGENTS OF CHANGE.
All the DAVE Managers and staff of the Offices will be involved in this activity. Members of the Governing Bodies and Structures will also be invited to participate in the various activities.
How does it work?

  1. Since DAVEs are civilly and legally responsible for their actions and need up-to-date information and to be motivated, the heads of the offices, in agreement with the Standing Committees, are the mentors of the sub-activity, identifying the needs for the various areas of each Service Hub.
  2. As mentors, they will be present at the activities to be carried out and may be accompanied by a committee and even by some guests linked to the Social Economy, members of the Governing Bodies of the CONFEDERATION OF ASSOCIATIONS, strategic partners and stakeholders, etc.
  3. A minibus is rented to transport the DAVEs Managers and the Offices staff.
  4. At a time and place agreed in advance and in partnership with local entities
    Associations and/or local authorities, etc., meetings of about 3 to 7 hours will be held to discuss topics related to MAP and Social Economy, such as:
    1. THE ROLE OF CULTURAL, RECREATIONAL AND SPORTS ASSOCIATIONS IN ACTIVE AGEING. This is a project called GERAP – GERONTOLOGIA ASSOCIATIVA PREVENTIVA (GERIATRIC PREVENTATIVE CARE ASSOCIATION).
    2. THE RELATIONSHIP BETWEEN LOCAL POWER AND THE POWER OF THE ASSOCIATIONS MOVEMENT.
    3. LEGISLATION.
    4. SAFEGUARDING OF ASSOCIATIONS’ HISTORICAL ARCHIVES.
    5. ENLIVEN HISTORIC AREAS.
    6. COPYRIGHT.
    7. WOMEN IN ASSOCIATIONS.
    8. YOUNG PEOPLE IN ASSOCIATIONS.
  5. As in Phase II, there will always be a slide with all these themes in the background, because this communication element has been shown to stimulate discussion.

These themes bring local cases/practices to the discussion and local leaders and individuals participate in the panels, because one of the objectives is to understand what is being done in the various regions/locations and which are the successful practices that can be replicated and should be disseminated.
In Phase II one of the objectives of this sub-activity was to develop a culture of learning and knowledge sharing among the leaders so that they become aware of their role as role models in terms of leadership. This objective has already been achieved. We are pleased to note that, inspired by this sub-activity, some Structures have already scheduled several CAPACITY-BUILDING sessions, bringing these and other themes to discussion, always within the scope of the development and reinforcement of skills vital to the exercise of the demanding function of Association Manager.
This will continue to be the case in Phase III, with the intention that this sub-activity will have even more monitoring and dissemination on the MAP Platform, social networks Facebook and Instagram.

Local organisation: In charge of the 4 Social Economy Service Hub Offices.

Number of Association Tours – 4 (routes).That is, one route per Office.

4.8 MAP Platform Presentation and Dissemination Events

The MAP Platform, being a structural product emerging from Phase I and with new Tools continues to justify and need dissemination and information. To this end, more information sessions are planned for the presentation, clarification and dissemination of the MAP Platform and its functionalities. There will be presentations and videos on it and its use. These materials will be made available on the MAP Platform.

4.9 Short Film Competition

Young people are active participants in POPULAR ASSOCIATIONS, therefore a sub-activity has been created in Phase III of the CAPACITY-BUILDING PROGRAMME that will be carried out by young people.
This is a recreational and cultural initiative consisting in the production of short videos, hence the name SHORT FILM COMPETITION.
Currently, many young people have their own YOUTUBE channel, developing their own content on the most varied subjects.
Based on these practices, the SHORT FILMS COMPETITION will promote associations, also among the youngest (boys and girls aged between 12 and 16).
How does it work?

  • In the first half of 2021, each Office organises 1 Workshop with 10 to 16 participants (boys and girls);
  • During a weekend the participants are trained in how to produce a video and produce a film.
  • The best film will be selected and screened at DOC LISBOA.

4.10 Trade Fairs and Events and Closing Conference of the CAPACITY-BUILDING PROGRAMME

This initiative by the CONFEDERATION OF ASSOCIATIONS continues to follow up on the strategic lines resulting from the National Congress of Collectives, Associations and Clubs held in 2015, the National Congress of the Social Economy 2017 and the Statutory Electoral Congress 2019, which pointed to a new association movement model where partnerships, informal but systematic cooperation and joint action prevail in aspects that none of the parties will achieve if they do not take into account the association movement as a whole.
To promote the development and interaction between the Associations and the various sectors of society, to create opportunities and present the important work developed by the Associations.
Each Office will give visibility to the agenda of Fairs and Events in its region and will representf the CONFEDERATION OF ASSOCIATIONS with a stand, Service Hub, whenever considered pertinent and up to a maximum of 4 events per year until May 2022.
In 2020 the CONFEDERATION OF ASSOCIATIONS was to organise a Congress, once again open to all sectors, in which the impacts of Phase II of the CAPACITY-BUILDING project would be presented and themes linked to Associations in particular and the Social Economy in general would be discussed.
But 2020 is shaping up to be a completely atypical and, one would hope, unrepeatable year. With several activities suspended, it is considered more appropriate to hold a CONFERENCE to CLOSE the CAPACITY-BUILDING PROGRAMME in which several guests from different sectors will participate and in which the entities that are part of CPES – THE CONFEDERATION OF PORTUGUESE SOCIAL ECONOMY and individual government members will be the main guests.

5.1 Brief introductory note

Dematerialisation is one of the most complex activities in Phase II and at the same time the largest investment.
It is consensual that this innovative tool will have very positive effects on the organisation and efficiency of the activity of the CONFEDERATION OF ASSOCIATIONS and, as stated in the Description of Phase II, after 2020, it is intended to be extended to the Structures.
As planned, at the beginning of this year the public procurement processes were launched for the contracting and acquisition of DOCUMENT MANAGEMENT services.
48 hours after launching these tenders, the CONFEDERATION OF ASSOCIATIONS received an eviction order with a deadline of 180 days. For this reason, we have been forced to suspend these tenders. We immediately requested a meeting with the Lisbon City Council in order to be enlightened about our relocation. We know where we are going, we know it will be in Lisbon, we do not know the area that will be in, the respective distribution (if we will be on one floor or more) and the effective date of the change. This makes it impossible to realise these sub-activities. Lisbon City Council first scheduled the meeting for March 11, then postponed it to March 17. Due to COVID-19 the meeting schedule has been put on hold until normality is restored.
The same happened with the CCP for contracting the digitisation service of the CONFEDERATION OF ASSOCIATIONS MINUTES BOOKS, which was to be launched in the week of 9 March.

                                                                                                                                                                         

5.2 The MAP Platform

In Phase II, besides the consolidation and generalisation of the use of the MAP PLATFORM by all its users, especially by the Offices and their new users, creating routines of use and making the parameterisation necessary for those routines, new innovative functionalities are being developed and others are being restructured, in order to increase the sustainability of the CONFEDERATION OF ASSOCIATIONS and support the needs of its Affiliates.
The MAP PLATFORM already materialises the connection between the Confederation of Associations and its Affiliates and Decentralised Structures, thus promoting a culture of proximity.
The CONFEDERATION of ASSOCIATIONS wants to make itself known to an ever increasing number of Associations, because, although the number of affiliated organisations is high, about 4,400, there is real potential for growth, given that there are about 31,000 organisations in Portugal. We know that the Confederation services are sized for the current affiliates and that an exponential growth of affiliates would bring new responsibilities but we also know that, the greater the number of Affiliated Associations, the greater the potential for networking and sharing of resources, knowledge, financial resources, etc.
Through the MAP PLATFORM we will continue to spread the word about the Social Economy we are part of, MAP‘s potential, the events, trainings, Forums, Conferences, Debates, Congresses and basic Workshops of the national structure, but also of all affiliates and partners.
It is also intended to continue to use the current MAP PLATFORM payment system for affiliates‘ fees. During Phase III, the implementation of new functionalities will be continued, mainly at the INTRANET level, and other improvements, namely:

  1. 1. Cross Social Media Posting (CSMP) – Links to social networks;
  2. Link to OBAP – OBSERVATORY OF POPULAR ASSOCIATIONS publications;
  3. Search engine optimisation;
  4. Creating forms for surveys; registering for events; responding to invitations, etc.
  5. Area for ASSOCIATED ARCHIVES.
  6. APP for payment of dues.

5.3 ASSOCIATION ARCHIVES

In Phase III special focus will be placed on the digitisation of the ASSOCIATION ARCHIVES of the CONFEDERATION OF ASSOCIATIONS with the following priorities:

  1. Confederation document collection;
  2. Centenaries document collection;
  3. The 4,400 affiliates document collection;
  4. Extinct Associations document collection.

It will also reconnect the paper paradigm with the virtual paradigm, filling the gap created by the conditions of limited time and physical space. It will be the definitive step towards replacing the paper paradigm with the virtual paradigm.
The task will be performed by the services of the CONFEDERATION OF ASSOCIATIONS, with specific equipment and technology, and by contracting external services.
The images, in the order of millions, will be captured in a planetary system, due to the format and physical structure of the documents, and the documents aggregated in folders with different formats.
The capture of images will be done very carefully. The images will be captured page by page. The information on each page will be isolated, due to the diversity of format or conservation status (loss of support or others, diversity of page format). Information from different documental units shall not be mixed in the same file.
The image files shall be named according to the specifications defined in the document “DESIGNATION OF IMAGE FILES”, (Version 2), in force at DGLAB- Torre do Tombo and adapted to our entity.
The images/files matrixes will be produced in .tif format (Tag image file format).
STANDARDS TO FOLLOW:

  • ISO 12234-2:2001 and ISO 12639:2004 and without compression.
  • ISO 12639:2004 – Graphic technology – Prepress digital data exchange – Tag image file format for image technology (TIF/IT), uncompressed.

The richness of the ASSOCIATION ARCHIVES is inestimable, the availability of these materials in the MAP PLATFORM is of the greatest importance and interest for all (Leaders/Researchers/Curious) who are linked in one way or another to the POPULAR ASSOCIATION MOVEMENT and for society in general.

6.1 Introduction

Training is the basic instrument for the CAPACITY-BUILDING of leaders and workers, as well as organisations, and a crucial activity in the ongoing project.
In Phase II the Training was organised in 3 main areas with success:

  • Personal Development and Communication;
  • Information and Communication Technologies (ICT);
  • Associations – Specialised Training.

However, contrary to what was planned, in Phase II the Training is not being conducted in a b-learning regime. The change is mainly due to the fact that the vast majority of Managers do not yet have the necessary technical means to access this formative model. Moreover, this situation is not expected to change in the short or even medium term. In other words, even if the MAP Platform is equipped with the necessary requirements to be the instrument to be used for remote Training, it would be necessary for the Managers to have computers and/or other devices with Internet access, and fixed or mobile broadband with enough speed that this type of connection requires.
As the Confederation of Associations has a profound knowledge of the universe it represents – the more than 31,000 Associations of Culture, Recreation and Sports – in Phase III, with the exception of training for workers and in some very exceptional cases, it will continue to opt for face-to-face training. This option is also based, we remind you once again, on the fact that this is a CAPACITY-BUILDING AND SOCIAL INCLUSION PROGRAMME. The CAPACITY-BUILDING PROGRAMME guarantees that no Manager will be excluded for not having the technological means to access distance learning.
On the contrary, in Phase III the strategy will be to shorten/eradicate distances, to decentralise, to promote a culture of proximity, and to go to meet the leaders, even providing the Training given in the Academy (in the case of the ADVANCED STUDY COURSE) in various parts of the country.
In terms of methodologies the options will be Mentoring, Training and Action-Learning.
Preferably, the workers’ training will be provided during 2021.
 The training of DAVEs will take place in the years 2021 and 2022.

                                                                                                                                                                         

6.2 CONFEDERATION OF ASSOCIATIONS and STRUCTURES workers´ training

For workers, the issues to be considered/opted in Phase III have a special focus on the following themes:

In Phase III, the Leaders of the CONFEDERATION OF ASSOCIATIONS and STRUCTURES will be able to choose between 3 training models, namely:

  1. Certified Action-learning (Modular and Decentralised);
  2. Advanced Training (Modular and Decentralised);

6.4 Associations – Specialised Training (MODULAR AND DECENTRALIZED)

Giving continuity to the training programmes of Phase II, this is Certified Action-learning and will be provided by entities that operate in the various regions of each Office.
Officers can opt for training in the following areas:

  1. Associations – Basic Training.
  2. Financial and Tax Training for the Associations Sector.
  3. Sustainability and Diversification of Income Sources.
  4. Applications and Project Management.

With groups of trainees with a minimum of 4 CONFEDERATION OF ASSOCIATIONS and/or STRUCTURES Officers and a maximum of 12 Officers, the STRUCTURES, supported by the Service Hubs, organise and promote cycles of Decentralised Modular Action-learning.
Each module lasts 7 hours and can take place during working or non-working hours.

6.5 Associations – Advanced Training in Associations Management I and II (MODULAR AND DECENTRALIZED)

This training course and disseminates, in part, the ADVANCED TRAINING IN ASSOCIATION MANAGEMENT I AND II, it is carried out by a Higher Education Institution and is organised by Cores, namely:

Financial Management, Taxation and Human Resources

Strategic Development and Goal Assessment

Core 3
Research methodologies, project development and funding.

Core 4
Monitoring of results

Total modules – 12

The Offices organise this ADVANCED TRAINING (1 per Office), in 2021 and 2022.
Preferably and whenever possible, the teaching staff is the same as that of the Higher Education Institution that carries out the ADVANCED TRAINING IN ASSOCIATIONS MANAGEMENT I AND II. Each module lasts 7 hours, takes place on Saturdays and Certificates of Attendance are awarded for each module.
A maximum of 4 modules are taught per Office.
The groups of trainees are composed of a minimum of 4 Officers of the CONFEDERATION OF ASSOCIATIONS and/or STRUCTURES and a maximum of 15 Officers.
This type of MODULAR ADVANCED TRAINING does not take place in the districts of Porto and Lisbon.

6.6 Associations – Advanced Training in Associations I and II

6.6.1 Framework

As in Phase II, with the ADVANCED STUDY COURSE IN ASSOCIATION MANAGEMENT AND GALVANISATION, it is an in-depth training, which allows the Association Leaders a consistent and systematic investigation into the main problems related to the Association movement development.
At the same time as they are called upon to increase their knowledge, the teaching methodology and the combination of levels I and II imply systematic fieldwork, either for the empirical collection of elements for analysis or for the elaboration of a project to be implemented at level II.
Advanced Training in Associations I will take place in Lisbon and Porto in 2021.
Advanced Training in Associations II will take place in Lisbon and Porto in 2021-2022.

6.6.2 Characterisation and organisation

Level I will have a teaching component of 91 contact hours (13 modules), plus 35 hours of fieldwork (5 modules). Level II will invert the proportion, having 56 contact hours (8 modules) and 63 hours of fieldwork (9 modules), corresponding to the preparation and application of the project.
At level II there will be a presentation and defence of the Final Report.

The evaluation of satisfaction at the end of each training action should be positive in 75% of cases. The processes will be monitored during their implementation, with the creation of appropriate indicators for each situation.

7.1 Framework

For strategic reasons, it was only in Phase II that the CONFEDERATION OF ASSOCIATIONS decided to carry out transnational actions. To this end, it has created an Iberian/international structure in an online space that aims to stimulate partnerships and foster networking at an international level.
As stated in the Description of Phase II, the Associations are the mirror of culture, traditions and, simultaneously, the recreational meeting place for the population.
But now that we have already carried out many of the actions planned for this phase and others that we had not even foreseen, we can see that the Associations are also the touchstone/leverage for the implementation of efficient and effective networks, exchange of information, knowledge and successful practices with similar organisations in the various countries of the European Union, thus contributing to the convergence goals and objectives.
It is fact, the INTERNATIONAL ASSOCIATION NETWORK brings numerous benefits, namely, the promotion of integration and tolerance in a Europe which is becoming more multicultural every day, and more and more in need of an “injection of humanity” to which the Association movement, by its very characteristics, practices and nature, can decisively contribute. The quality of democracy depends to a large extent on the civic participation of citizens and the Associations movement is, from a quantitative and qualitative point of view, an example of commitment, transparency and democratic participation.

                                                                                                                                                                         

7.2 What has been done

Briefly, in Phase II of the CAPACITY-BUILDING PROGRAMME the CONFEDERATION OF ASSOCIATIONS has already carried out:

  1. Several joint actions with its partner FEAF – Federación Española de Agrupaciones de Folclore (Spanish Federation of Folklore Groups):
    1. 2 applications to ERASMUS funding programmes;
    2. Online and face-to-face working sessions;
    3. 2 IBÉRICOS ENCONTROS DE CULTURA ASSOCIATIVA, one in Serpa and another in Badajoz.
  2. Meetings with the Secretary of State for Portuguese Communities. Response to the SECP Invitation on “Associate Ambassadors”.
  3. Distance and face-to-face contacts with Portuguese Associations of Communities Living Abroad (European Union), especially in the United Kingdom.
  4. Participation and intervention of the Chairperson at the Congress of Portuguese Investors in the Diaspora (December 2018) and of the Vice Chairperson at Portuguese Investors in the Diaspora Forums (December 2018 and November 2019).
  5. Representations in events (case of the 1st PORTUGUESE AND ENGLISH GRANTHAM FESTIVAL, and the World Diaspora Meeting, which took place in Porto on 13 July 2019).

Among others, a result of the transnationality of the CAPACITY-BUILDING PROGRAMME is the election of the National Councillor, Conceição Bruno (chairperson of PT CONNECTIONS – a non-profit organisation of social, cultural and recreational scope, of the Lusa community, residing in the Manchester area, United Kingdom).

                                                                                                                                                                         

7.3 Objectives of Phase III

Within the scope of this PROGRAMME, the CONFEDERATION OF ASSOCIATIONS will continue to tighten and strengthen ties with the Portuguese Associations of those living abroad. However, at this stage, it is mandatory to establish institutional contact with their counterparts (Associations / Federations of Culture and Recreation and Sports) in the various countries of the European Union.
This is intended to enhance:

  1. Access to information on best practice by Associations from other countries.
  2. The sharing of resources by organisations from different countries.
  3. The creation of innovative and sustainable activities that benefit the populations served by the Associations.
  4. The preparation of joint studies and projects for a greater knowledge of the Social Economy of the countries involved.
  5. To organise and promote events, meetings of a scientific nature, of an international scope, online and in person.
  6. Encouraging the establishment of partnerships with bodies in other countries to develop the Social Economy.
  7. Creation of a Network of Contacts and regular and active collaboration between organisations in as many countries as possible.

CIMAP will continue to be the acronym used (INTERNATIONAL COMMUNITY OF THE MAP MOVEMENT) and its operation will continue to be mainly online.
If due to COVID-19 it is not possible to hold the III IBERIAN MEETING OF ASSOCIATION CULTURE, it will take place in the first semester of 2021.
All actions will be carried out in close collaboration with OBAP – Observatory of Popular Associations.
The founding bodies were the CONFEDERATION OF ASSOCIATIONS and the SPANISH FEDERATION OF FOLKLORE GROUPS – FEAF, but others will add to it and make it even more relevant, perhaps unique in the European Union.
The creation of this community will involve, in Phase III, the translation of the main contents of the Observatory of the Popular Associations’ website into English, as well as updating the translation due to the introduction of MAP PLATFORM new content.

  • Summary of virtual and face-to-face working sessions.

The Opinion Survey shall be conducted by an external entity, which shall present to the CONFEDERATION OF ASSOCIATIONS the methodologies and techniques to be applied.
The Study will be carried out on the basis of the analyses and reports arising from the various stages of the project and from the application of the chosen methods and techniques.
This study will include the characterisation of the CONFEDERATION OF ASSOCIATIONS, its Governing Bodies and Structures, as well as the changes resulting from the process of CAPACITY-BUILDING IN PHASE III.
The Study should indicate clues/suggestions for new projects and the continuation of the Capacity-building process after 2022, a process that will never be concluded due to the organisational, functional and dynamic nature of Popular Associations.
Finally, we will continue to pay special attention to the involvement of young people and women, but also to the inclusion of new groups and leaders who, for lack of technological means, did not integrate Phases I and II of the CAPACITY-BUILDING PROGRAMME.
75% of the respondents should recognise the positive impact of the CAPACITY-BUILDING PROGRAMME.
The Final Study will be made available on the MAP Platform and on a physical support that may be exclusive (CONFEDERATION OF ASSOCIATIONS Edition).

The Descriptive Document of the CONFEDERATION OF ASSOCIATIONS explains the activities and sub-activities to be implemented during Phase III OF THE CAPACITY-BUILDING PROGRAMME, which in our case is planned to run from 1 December 2020 to 30 June 2022 (19 months).19
Once again, the CONFEDERATION OF ASSOCIATIONS chooses to apply for innovative initiatives for the MAP MOVEMENT that, in most cases, push Managers and workers out of their comfort zones and force them to learn different ways of performing the most diverse tasks.
However, as this is a programme within the scope of PO ISE – Operational Programme for Social Inclusion and Employment, while we will always try to incorporate innovative and modern ways of carrying out the day-to-day tasks of the CONFEDERATION OF ASSOCIATIONS, its Structures and Affiliates, we will simultaneously avoid as much as possible the exclusion of any Leaders and/or Associations (because they do not have access to the latest technologies), even if we have to duplicate processes.
